Despite some early production reports suggesting that the Cassian Andor series starring Diego Luna and Alan Tudyk would begin filming this fall in California, it’s now official that the untitled series won’t begin filming until next year and will be shot in London, not the United States.
Lucasfilm made the announcement at D23 Expo as pointed out by EmpireMagazine.
Tudyk and Luna here for Cassian Andor show. Shooting begins in London next year.#D23Expo

Instead, it looks like the second season of The Mandalorian will indeed stay in California.
I have to assume that the Andor series will be filming at Dagenham Studios, which just expanded it’s facilities and is said to be one of the new homestead locations for future Star Wars projects.
I would have to assume that the Kenobi series starring Ewan McGreggor will also attempt to shoot a bulk of that production at Dagenham as well.
The series will take place years before the events of Rogue One: A Star Wars Story and Stephen Schiff is set as Andor’s showrunner.
A 2020 shoot would likely mean that the series likely won’t be airing until sometime in 2021.
